Waupaca County Board approves donations, budget amendment, zoning changes and appointments; awards carpet contract

At its Jan. 21 meeting the Waupaca County Board accepted a $5,000 donation for the Senior Nutrition Program, approved cancelling pre-2024 outstanding checks, amended the 2025 budget to accept an NG911 orthoimagery grant, approved two zoning amendments and awarded a $52,750 carpet contract; it also appointed Zachary VanAsten as emergency management director (20-0).
Waupaca County supervisors on Jan. 21 adopted a slate of routine and program-specific measures, including a donation acceptance, budget amendment, zoning changes, procurement awards and appointments.
The board accepted a $5,000 donation from The Victor and Christine Anthony Family Foundation for the county Senior Nutrition Program by adopting Resolution No. 48; the motion carried 22-0. The board also adopted Resolution No. 50 to cancel outstanding checks issued prior to Jan. 1, 2024 and directed the Finance Department to publish a list of payees under Wisconsin Statutes § 59.66; the motion carried 22-0. Resolution No. 51 was approved to amend the 2025 budget to accept an NG911 grant of $75,582 to upgrade orthoimagery from 6" to 3" and increase Land Information and State Grants/Aids line items; the minutes show the resolution passed.
The County Board approved two zoning map amendments recommended by the Planning & Zoning Committee. Petition Z-001-2025 (Town of Royalton) rezoned a described parcel from Rural Residential to Rural Commercial-Neighborhood; the committee recommended approval based on the town’s comprehensive plan and the board approved the ordinance 22-0. Petition Z-002-2025 (Town of Scandinavia) rezoned parcels from Agriculture Enterprise to Rural Residential-Overlay, also approved 22-0.
On procurement, the board awarded RFP 24-020-18 for carpet removal and replacement at county lease space to JW Flooring of Green Bay for $52,750; Supervisor Jaeger moved and Supervisor Bosquez seconded the award, which passed 22-0.
Two supervisors (Zaug and Way) were excused before appointments. The board designated Zachary VanAsten as Director of Waupaca County Emergency Management under Wis. Stat. 323.14(1)(a)2.; the motion carried 20-0. The board reappointed Penny Leder and Bill Abba as citizen members of the Board of Adjustment for terms expiring in June 2027; that motion also carried 20-0.
Reports delivered during the session included monthly reports from County Board Chair David Morack and Vice Chair James Nygaard, a transportation update from Jess Betts-Nelson, the Veterans Service annual report from Jesse Cuff and a UWEX impact statement from Chris Viau. Chair Morack announced temporary meeting and Veterans Service Office location changes due to a courthouse remodel. The board adjourned at 9:59 a.m.
