Committee approves consumer-protection bill with DCCA amendment to standardize disclosures

The Senate Committee on Energy and Intergovernmental Affairs took up HB 1644 HD2 concerning consumer protection and adopted an amendment proposed by the Department of Commerce and Consumer Affairs’ Office of Consumer Protection.
Mano Moriarty, executive director at the Office of Consumer Protection, told the committee the office supports the bill and offered a housekeeping amendment to clarify the office’s role in creating the standardized cover sheet that underlies the bill’s disclosure requirements. Moriarty said the amendment would set a date certain for the template and give the office authority to consult stakeholders and to revise the template as appropriate. “This bill is an unopposed bill,” Moriarty said, adding that the office was offering an unopposed housekeeping amendment.
A presenter representing HSEA said the solar industry would stand on Rocky’s off‑island testimony and that HSEA supports the DCCA proposed template language (page 5, lines 13–16).
The committee inserted the Office of Consumer Protection’s language into the bill and then voted to recommend passage of HB 1644 HD2 with the amendments. The clerk recorded affirmative votes from the chair, vice chair, Senator DeCoite and others; one senator was recorded as excused. The recommendation was adopted.
