Waupaca County Board approves zoning changes, donations, fee updates and joins opioid litigation efforts

The Waupaca County Board of Supervisors at its May 20 meeting adopted a series of resolutions and ordinances covering donations, land-use amendments, fee changes and legal authority in ongoing opioid litigation.
Key adopted items recorded in the minutes include:
- Resolution No. 60: Accepted a donated rehabilitation trailer valued at $21,145.30 from Weyauwega Fire Fighters for the Sheriff’s Office; motion carried 21-0.
- Resolutions No. 1 and No. 2 (2025–2026): Adopted ordinances to amend the Comprehensive Plan Map—PLUM-002-2025 covering multiple towns for the farmland preservation plan update, and PLUM-003-2025 (Town of Helvetia) to reclassify a parcel from Forestry to Residential (petition Z-007-2025); motions carried 21-0.
- Resolutions No. 3–5: Accepted donations totaling $6,500 for county programs and the Sheriff’s K9 Unit ($2,500 to Drug Treatment Court Program from Waupaca Community Chest Inc.; $1,000 from Volunteers of ThedaCare Medical Center Waupaca Inc.; $3,000 from Kwik Trip Inc.); motions recorded 21-0.
- Resolution No. 6: Authorized increases to Medical Examiner fees—cremation permit fee raised from $150.00 to $196.00; established a $100 disinterment fee and a $100 death certificate signing fee; motion carried 21-0. The resolution notes the Medical Examiner is required by state statute to provide cremation permits and approves cremations occurring within Waupaca County.
- Resolution No. 7: Confirmed and ratified the authority of county-engaged law firms and local counsel to add additional defendants in the county’s opioid litigation, including participation in MDL 2804, and authorized the Corporation Counsel and other officials to execute necessary documents; motion carried 21-0.
Other business recorded in the minutes: amendments to Chapter 7 of the General Code of Ordinances (Traffic Code) were approved as presented; the board approved a Knight Lake Access easement shifting enforcement to the county; the Sheriff and Highway Department presented 2024 annual reports; and the board made three appointments (Allen Kraeger to TIF District–Waupaca, Rob Way to OWLS library committee, Tammy McKay to the Nutrition Advisory Council).
All adopted donations were recorded to be placed in restricted donation accounts as specified in the resolutions. Several motions and committee recommendations bear attestations from Clerk Kristy K. Opperman and Corporation Counsel Diane L. Meulemans in the official record. The meeting adjourned at 11:18 a.m.
