The Waupaca County Board of Supervisors on May 20 approved a guaranteed maximum price (GMP) of $39,119,468 for the Courthouse Modernization Project and amended the 2025 budget to fund temporary courtroom security for Circuit Court Branch I.
The board voted to adopt Resolution No. 58, which amends the 2025 budget to fund a .75 full-time-equivalent security officer at $90,000 for personal services and $15,000 for necessary equipment to meet security needs while a temporary courtroom is used during modernization. A separate motion to increase the security staffing to three positions and provide funding for them failed 14-7; the original amendment and resolution were adopted in the final vote (recorded 20-1).
During the contracts portion of the meeting the board approved Miron Construction’s base bid and guaranteed maximum price of $39,119,468 as presented; the owner’s contingency of $203,000 was approved separately. The board also voted to leave add alternates for photovoltaics and a canopy open for further exploration until July. Recorded votes in the minutes show the base bid and one add-alternate motion carried with one dissenting vote, while the contingency and GMP approvals were recorded as unanimous.
The budget amendment specifies that funding for the temporary security officer will come from the General Fund Unassigned Fund Balance and that the position will be evaluated for potential inclusion in the county’s organizational chart with possible funding through the 2026 budget process. The resolution’s fiscal note states the Unassigned Fund Balance will remain within county policy.
