The Town of Snowflake council on Feb. 3 accepted the June 30, 2025 financial statement audit and single audit, approved an ADU setback and square-footage variance, appointed two members to the Planning & Zoning Commission, authorized purchase of a new sewer hydro-jetter and the sale of the used unit to the Snowflake Unified School District for $20,000, and assigned the street name "Cactus Blossom" to parcel no. 202-38-016.
Jennifer Frank of auditing firm Hinton Burdick presented the audit and told the council there were no findings and that the firm issued an unmodified, or "clean," opinion on the sections required. Councilmember Cory Johnson moved to accept the audit; Byron Lewis seconded and the motion passed unanimously with Mark Sheen and Joe Bjornn absent.
The council approved a variance request under Town Code Section 10-8-7 for Scott Crosby's accessory dwelling unit. Town staff noted the Planning & Zoning Commission had been split on a recommendation but said the request meets the code criteria. Crosby said he had proactively spoken with neighbors about the proposal. Councilmember Travis Kay noted that floodplain constraints limit where the ADU can be sited. Byron Lewis moved to approve the variance; Kay seconded and the motion passed unanimously.
Two vacancies on the Planning & Zoning Commission were filled. Bruce Meyer (staff) explained that the mayor makes P&Z appointments subject to council approval. Trenton Lucas, who has attended commission and council meetings to learn the process, said he would seek growth and revenue opportunities while preserving Snowflake's small-town character. Jenn Russell said she brings a fresh perspective and a critical eye for planning solutions. The council unanimously approved Lucas to a term ending in 2029 and Russell to a term ending in 2028.
On public-works equipment, staff recommended purchasing a new hydro-jetter for the sewer department and selling the existing unit to the Snowflake Unified School District for $20,000. Staff explained the machine is used routinely to clean sewer lines and that sale of surplus equipment to another government entity is permissible. The council approved the purchase unanimously.
Councilmembers also approved Resolution 2026-04 to assign the street name Cactus Blossom to parcel no. 202-38-016 after the parcel owners requested a name consistent with other neighborhood streets.
