The council also moved to suspend rules and adopt a zoning-text amendment that changes parking requirements for automotive repair and quick-service bays, with council members citing previous workshop discussion and local business concerns.
On resolutions and contracts, council adopted a $54,435 task order with Goodwin Mills Caywood to perform a discharge information zone study at the wastewater treatment plant, awarded a $142,159 bid for softball/baseball field lighting to Armstrong Electrical Contractors, authorized multiple vehicle purchases for public works and police, and approved service agreements for animal and human-resources services. Council unanimously approved a ground lease with the Solid Waste Disposal Authority of Baldwin County to host a fenced, two‑acre CHARM recycling site in city limits; Woody Speed, Coastal Resources, confirmed the site will handle recyclables only and be fenced and secured.
Most motions were moved, seconded and carried by roll-call, typically by unanimous votes. The council closed the regular meeting and immediately called a Committee of the Whole for additional review of committee items.
Next steps: staff will proceed with the contracted studies and procurements; the rezoning and ordinance adoptions will proceed under the usual ordinance schedule for second readings as applicable.
