Milan council adopts commercial-property inspection ordinance and approves routine contracts and expenditures

The Milan City Council approved an ordinance on Oct. 21 requiring inspections and the issuance of a new certificate of occupancy when a commercial property experiences a change in use, occupancy or ownership.
During the meeting the council approved the second reading of Ordinance 2025-03 with an added 90-day provision. The ordinance passed on a roll call recorded as "Seven Ayes, Zero Nays." The ordinance text in the meeting minutes describes the requirement that property owners apply for and obtain a new certificate of occupancy to confirm compliance with existing city ordinances and adopted codes.
In other business the council approved several administrative items by unanimous votes: approval of the Community House proposal; an agreement with Payday to provide payroll services; a bid award to PK Contracting for long line painting of major roads in the amount of $18,844.00; and authorization to pay bills and payroll totaling $428,785.37.
The minutes record motions and unanimous approvals for these items but provide limited detail about contract terms or the Community House proposal content. The council also thanked staff and reminded residents that DTE will be replacing old gas mains and meters in parts of the city, advising residents to ask for identification from workers.
