Milan council advances commercial property inspection ordinance, approves utility contract extension and leases

The Milan City Council on Oct. 7 advanced a new municipal inspection rule and approved several operational contracts and payments.
On a 6–0 roll-call vote with one member absent, the council approved the first reading of Ordinance 2025-03, which would require that commercial properties undergoing a change in use, occupancy, or ownership obtain a new certificate of occupancy to confirm compliance with city codes. Councilmember Snyder moved and Councilmember Kerkes seconded the first-reading approval, with the council adding a 90-day provision to the ordinance language.
Council also approved a five-year extension agreement with F & V Operations for operation of Milan’s water and wastewater plants, contingent on final legal review. Councilperson Kerkes moved and Councilperson Stafford seconded the motion; the vote was unanimous.
The council voted to approve a five-year lease with UTEC at a monthly rate not to exceed $1,600 (motion by Councilperson Snyder; seconded by Councilperson Kofflin) and approved a DTE easement for properties at 25 Gump Lake Rd and 25 Park Lane (motion by Kerkes; seconded by Stafford). Both motions carried unanimously.
Additionally, the council approved consent-agenda items including citywide trick-or-treat set for Oct. 31, 2025, from 6–8 p.m., and two temporary stop-sign TCOs on North Street. The council approved bills payable and payroll in the amount of $812,008.08; that payment was moved by Councilmember Stafford and seconded by Councilmember Kofflin and carried unanimously.
The ordinance remains at first reading; any final adoption would require subsequent readings and any required public-notice steps. The F & V extension is contingent on final legal approval before it becomes fully effective.
