Deptford board names Carisa Rose as SBA/QPA, approves Study.com contract and $10.17M in payments

The Deptford Township Board of Education adopted multiple finance and administrative resolutions at its Nov. 18 meeting, including the amendment to the contract and effective start date of Carisa Rose as School Business Administrator/Board Secretary (new start date Dec. 15, 2025), appointment of Rose as Fund Commissioner to the Schools Health Insurance Fund, and designation of Rose as the district’s Qualified Purchasing Agent (QPA), establishing bid and quotation thresholds at $53,000 and $7,950 respectively under state guidance.
In finance business the board certified the October Board Secretary and Cash reports, approved transfers for October 2025 and adopted a 2026–27 budget calendar. The board also authorized a $25,326 contract with Study.com (paid through Title I) to provide curricular access and assessments for the high school’s ELA and social studies departments.
The board approved payments from several funds totaling $10,167,711.44 (General Fund, Capital Outlay, Special Revenue, ROTC, Spartan Care and Food Services). Two checks were excluded from the omnibus vote and taken separately: Check #160706 passed with Mr. McCurdy recorded as abstaining; Check #160707 passed with Mr. McKenna recorded as abstaining. The finance motions carried as recorded on the agenda.
Board members cited appreciation for outgoing School Business Administrator Ronald Latham Jr.; Mr. Latham thanked the board and noted it was an honor to serve the district. The board moved to closed session under N.J.S.A. 10:4-12 to discuss residency/legal matters and returned to public session before adjourning.
