City administrator urges broader participation after first Master Plan work session

City Administrator Jim Lancaster urged wider participation in the City of Milan’s Master Plan process during the Jan. 21, 2025 council meeting, acknowledging confusion at the initial work session and saying additional, more detailed sessions are planned.
“City Administrator Jim Lancaster thanked residents for completing the survey and acknowledged the confusion of the first Master Plan work session,” council minutes state. Lancaster reminded residents the survey remains available for anyone who missed the session. Councilmember Mark Snyder said he was pleased with turnout at the work session and praised staff for providing the resident survey. Mayor Pro-Tem Wayne noted that Milan High School students attended and asked that the survey circulate at the school to reach younger residents.
Councilmember Mark Kofflin used the staff-and-citizen-report portion of the meeting to congratulate Tom and Viki Zilke on their retirement. Mayor Ed Kolar said he looked forward to seeing more survey results as the planning process continues. The council did not take formal action on the Master Plan at this meeting; staff indicated additional engagement opportunities will be scheduled.
The council’s next regular meeting is Feb. 4, 2025, with an agenda item submission deadline of Jan. 29, 2025.
