Raeford council approves rezones, preliminary subdivision and event street closures; adopts 160D ordinance

The Raeford City Council unanimously approved a package of land-use, event and consent items at its June 7 meeting, including two rezoning requests to permit manufactured homes, preliminary subdivision approval for a 37-lot development, and ordinances to facilitate downtown events.
Rezoning and subdivision approvals
Council approved a rezoning request by Tyrone Breeden for PIN# 694351801154 (400 Cumberland Ave), changing approximately 0.45 acres from R-6 to RMH to allow placement of a double-wide manufactured home. Planning staff and the Planning Board recommended approval and the public hearing concluded with no substantive objections.
A second rezoning request by Antonio and Stacey Hurst for PIN# 694351401167 (212 Scotland Ave), about 0.29 acres, likewise moved from R-6 to RMH; Planning Board noted the lot previously hosted a double-wide mobile home and recommended approval.
Forge Investment Group requested preliminary subdivision approval for Raeford Commons 2 on Thomas Drive, covering roughly 22.14 acres owned by Wright Business Investments. The application seeks division into 37 single-family lots while keeping R-8 zoning. Applicant Mark Lyczkowski told council a traffic study prepared for Raeford Commons 1 included a turning lane that can accommodate additional traffic and that the additional lots would help fund a turning lane and road improvements. Council approved the subdivision application.
Events and street closures
Kirk Lowery, a board member of the N.C. Fall Festival, asked the council to consider a $5,000 contribution to offset festival funding losses tied to the COVID-19 pandemic; he said the event draws roughly 30,000 people and showcases local artisans and musicians. The festival will be held Oct. 16, 2021; the council approved street-closure ordinances for the Downtown-Raeford Business Association concert series (Oct. 1) and the North Carolina Fall Festival (Oct. 16) and provided detour-route descriptions as part of the ordinances.
Consent items and resolutions
As part of the consent agenda the council adopted Ordinance #2021-01 to implement updates required by Chapter 160D of the North Carolina General Statutes and approved Resolution #2021-06 authorizing the city to accept ARPA funds under state procedures. The council also approved budget amendments, closed several grant projects (including a Butterball CDBG project and Golden Leaf Foundation-related funds), and awarded the FY 2021 audit contract to Haigh, Byrd & Lambert, L.L.P. for $26,000.
Votes and procedure
Most items were approved as part of a unanimous consent motion or received unanimous votes after individual public hearings; Planning staff and the Planning Board recommended approval on land-use items. The minutes record motions and seconds for each public-hearing vote and show no recorded public opposition during the hearings.
Next steps: applicants may proceed with permitting steps consistent with the approvals and applicable development regulations; street closures require NCDOT concurrence and implementation of traffic-control plans described in the ordinances.
