Raeford council adopts consent agenda, approves budget amendment and surplus auction resolution

Councilman Wayne Willis moved and Councilman Robert L. Conoly seconded approval of Consent Agenda Items VI.1–VI.6; the motion passed unanimously.
Among the items adopted was Budget Ordinance Amendment #6 for fiscal year 2020–2021, which reallocated general fund appropriations (line items included land for streets and parks and vehicle purchases) showing total general-fund changes of $47,845 and increased the Water/Sewer Fund appropriations by $44,600 for professional services related to the NC211 widening project. The amendment directs that copies be furnished to the city clerk, budget officer and finance officer.
The council also adopted Resolution No. 2021-02 declaring certain city property surplus and authorizing electronic public auction sales in compliance with North Carolina General Statute §160A-270; the resolution lists a Mack LE600 sanitation truck among the items to be auctioned and sets an auction start date of no earlier than March 15, 2021 at GovDeals.com. The resolution directs the City Manager to publish the required notice at least 10 days before the auction date.
The council approved a one-time $10,000 performance agreement with the Raeford Downtown Business Association to support downtown website development and maintenance, and authorized advertising unpaid 2020 real property taxes in the newspaper on April 21, 2021 as required by N.C. Gen. Stat. §105-369(a). Monthly departmental reports and revenue/expenditure reports were accepted as submitted.
No individual votes were recorded beyond the unanimous consent motion; staff will proceed with implementation steps for the adopted items.
