Milan council cancels ML Chartier contract, accepts donations and approves $971,901.65 in bills

At its Dec. 2 meeting the Milan City Council approved a motion to cancel the city’s service-line verification contract with ML Chartier. Councilmember Snyder moved to approve the cancellation and Mayor Pro-Tem Wayne seconded; the motion carried unanimously.
The council also approved payment of bills and payroll totaling $971,901.65 after a motion by Councilmember Snyder and a second by Councilmember Stafford. Earlier on the agenda the council accepted the consent agenda, which included the Building Department and Code Enforcement monthly report for October.
During the special presentation segment, the Sons of the American Legion presented $1,000 donations to both the Milan Police Department and the Milan Area Fire Department in appreciation of service. In public comment Carrie Ritchie spoke on behalf of the Downtown Development Authority and Troy Bailey also addressed the council; the minutes do not record the substance of their remarks.
City Administrator Jim Lancaster provided road-construction updates. Deputy Chief Nieman reminded the public to be cautious around the upcoming Holiday Parade; MIS/Communications Director Hanna Massouh outlined planned improvements to Channel 18. Mayor Pro-Tem Wayne thanked organizers of Small Business Saturday and noted changes to the parade route. Councilmember Kofflin encouraged residents to support local nonprofits and announced a Washtenaw County recycling event on Jan. 23, 2026; Councilmember Snyder invited interest in the Milan Arts Council meeting on Dec. 11 at 7 p.m. at the Riverbank Center.
The council set its next regular meeting for Tuesday, Dec. 16, 2025 (agenda deadline Dec. 10) and adjourned at 7:28 p.m.
