Raeford council refers fire staffing request for study, notes K-9 grant match and approves legal-services contract and street-closure moratorium

Donnie Smith, identified in the minutes as the Volunteer Fire Chief, submitted the staffing request and discussed a minimum model that would require six 24-hour firefighters (two additions on a 24-hour shift) with a first-year estimated cost of about $400,000. Councilman Charles Allen asked for an organizational chart; after discussion Councilman Wayne Willis moved and Councilwoman Mary Neil King seconded a motion to refer the matter to the Fire Department Advisory Committee for development of more detailed recommendations and a later presentation to the council; the motion passed unanimously.
Major Ray Crumpler updated the council on the police K-9 program previously approved in principle, reporting a grant application has been submitted that would require a $2,500 local match. The minutes record the grant-match amount but do not show a follow-up vote to commit local funds.
Later in the reconvened meeting, on motions recorded as unanimous, the council approved an agreement for legal services with City Attorney Regina Sutherland and placed a moratorium on street closures for events not currently scheduled until a special-event policy is adopted. The moratorium motion was made by Councilman Charles Allen and seconded by Councilman John Jordan.
The minutes show the council entered an executive session for attorney–client privilege and then returned to open session before taking the legal-services and moratorium votes; the executive-session subject is described only as attorney–client privileged business.
