City hears Aerotropolis LDFA plan to fund Inkster Road upgrades; council approves moving forward

Aerotropolis representatives told Taylor City Council they are proposing a Local Development Finance Authority (LDFA) and tax-increment financing plan for the Inkster Road corridor to generate funds over 5–15 years to help upgrade the roadway to Class A standards in coordination with an upcoming Great Lakes Water Authority water-main project.
Chris Gerdwood, representing Aerotropolis, said the LDFA model would wrap a TIF district around the Inkster Road corridor on the city’s west side to capture incremental revenue from eligible nonresidential properties to help pay for road improvements and attract development. He described a prior Aerotropolis LDFA in nearby Romulus that generated recurring annual funds and said the tool can be used alongside county, state or federal grants to complete larger corridor improvements.
Council members asked whether the plan would capture school taxes. Jeff Aronoff, appearing for counsel, explained that under state law school capture is replaced by state-provided funds and that the plan requires state approval via the Michigan Department of Treasury because state money would be used to fill captured school revenue. Gerdwood added that Aerotropolis can only capture on eligible property types (manufacturing, processing, distribution, logistics, transit-oriented facilities), explicitly excluding retail and housing under the proposed plan.
After discussion about development impacts and how the TIF would be structured and administered, council voted to approve the proposal to create the Aerotropolis LDFA/TIF for the Inkster Road corridor and move forward with drafting the plan and necessary approvals.
What this means: The LDFA/TIF would pursue incremental revenues from eligible nonresidential development along Inkster Road to finance road upgrades; additional state approvals will be required before school revenue capture mechanics take effect.
