Waupaca County Board approves outdoor-recreation grant application, two zoning amendments and finance-code changes

At its April 15 meeting the Waupaca County Board unanimously approved a resolution authorizing a parks director to apply for state outdoor recreation aid, granted two zoning map amendments in the towns of Union and Farmington, and adopted amendments to Chapter 4 of the county code on finance and taxation.
Waupaca County Board Chair David Morack presided over a meeting on April 15 in which the board unanimously approved several routine and policy items, including a resolution to seek state grant funding for motorized recreation trails, two local zoning map amendments and changes to the county finance and taxation code.
The board adopted Resolution No. 61 (2024–2025), authorizing John D. Francis, director of the Waupaca County Parks and Recreation Department, to submit applications to the Wisconsin Department of Natural Resources for snowmobile, all‑terrain vehicle and other motorized trail stewardship grants, to sign related documents and to take actions necessary to complete any approved projects. Supervisor Larry Eisentraut moved to adopt the resolution, Supervisor Pete Bosquez seconded, and the motion passed 25-0.
The board also approved two zoning map amendments recommended by the Planning & Zoning Committee. Petition Z‑005‑2025 (Peter Luckow) rezoned about 4.472 acres in the Town of Union from Agriculture Retention (AR) to Rural Residential‑Overlay (RR‑O); the committee noted the Town of Union’s approval and consistency with the town comprehensive plan. Supervisor Fred Federwitz moved to approve the ordinance, Supervisor Jay Hardy seconded, and the motion carried 25-0. Petition Z‑006‑2025 (CJP Living Trust) rezoned roughly two acres in the Town of Farmington from Sewered Residential (SR) to Hamlet (H); that petition was approved on the committee’s finding that the town supported the change and the request aligned with the town plan. Supervisor Kevin Will moved to approve the ordinance, Supervisor Malvik‑Shower seconded, and the vote was 25-0.
Separately, county staff presented amendments and repeals to Chapter 4 (Finance and Taxation) of the Waupaca County Code of Ordinances. Diane Meulemans and Mark Sether introduced the changes; Supervisor John Jaeger moved approval, Supervisor Fred Zaug seconded, and the board approved the ordinance revisions 25-0. A copy of the enacted ordinance is filed with the County Clerk.
Other routine procedural motions recorded on the consent and business portions of the agenda included an amendment to the published agenda to move the Sheriff’s report to the start of the agenda (moved by Supervisor Pete Bosquez, seconded by Supervisor Fred Zaug; carried 25-0), approval of the agenda as amended (25-0), and approval of the March 18, 2025 meeting minutes (moved by Supervisor John Jaeger, seconded by Supervisor Ertl; carried 25-0).
The meeting record shows all votes on the listed items were unanimous (25-0). The board adjourned at 10:04 a.m.
