Eagan council certifies delinquent bills, approves small residential variance

At its March 3 meeting the Eagan City Council took several routine actions: it certified delinquent nuisance abatement bills and delinquent utility bills for collection by Dakota County and approved a small residential variance for a screened porch at 4950 Parkside Circle.

City staff told the council the city has 13 properties with delinquent false-alarm invoices totaling just over $4,500 and 11 properties with delinquent nuisance abatement invoices totaling over $24,000; the council closed the public hearing on the nuisance abatement assessments and approved the final assessment roll, authorizing certification of those assessments to Dakota County for collection with property taxes.

On delinquent utility accounts, staff said the city had approximately 791 utility billing accounts with delinquent balances that would amount to about $19,000 if certified; the council closed the public hearing and approved the certification, which adds a 5% interest to certified individual balances when placed on the property tax roll.

The council also approved a variance for property owners Susan and Tom Fleming at 4950 Parkside Circle to exceed the 20 percent maximum building coverage by 1.2 percent to allow a proposed 189-square-foot screened porch. Planner Schultz described existing building coverage as 2,702 square feet (about 19.8 percent of the lot) and said the proposed porch would raise coverage to approximately 21.2 percent. Tom Fleming said the family is "excited to move to Eagan" and described the addition as compatible with neighborhood character.

All three items passed on council voice votes during the meeting.
