Kyle Grzewski and consulting staff described the Richards Park proposal as a three‑part improvement: regrading and crushed‑aggregate parking, concrete approaches and an EZ Dock ADA kayak launch system that includes transfer boards for wheelchair users. BMC was selected as the contractor after bid review; staff said an apparent low bid omitted the kayak launch structure and that BMC's comprehensive bid made it the low responsive bidder.
The Kruesi Park beach ramp design was chosen to limit dune disturbance; staff said permits have been submitted to the Michigan Department of Environment, Great Lakes and Energy (EGLE) and that installation methods were selected to avoid jetting in critical dunes. Midwest Construction was awarded the ramp contract. At Hartshorn Park, the commission authorized construction of an ADA fishing platform and complementary pedestrian improvements.
Commissioners praised the accessibility gains and emphasized continued coordination on kayak storage, security for community groups such as Let's Go Boating, and careful dune protections. All three contracts were approved by roll call.
