The City of Muskegon on March 10 voted to create a Neighborhood Enterprise Zone district at 1937 Lakeshore Drive to facilitate the developer's planned condominium redevelopment. Isabella Gonzalez, development analyst, told the commission the NEZ designation allows eligible property owners to apply for certificates that reduce residential property tax on newly constructed or rehabilitated housing and described statutory notice and timing requirements (notice to affected taxing jurisdictions mailed Jan. 28, 2026; resolution cannot be adopted until at least 60 days after notice). Gonzalez said the city remains within the 15% maximum land area for NEZ designations (currently 13.34%).
Developer Joe Bridal of Reinders Engineers and Constructors described a three‑story mixed retail and residential building with about 11 condominium units above a parking garage and approximately 1,500 square feet of ground‑floor retail. Bridal said designs are about 95% complete and the team hopes to submit to the city in April and begin construction in April with completion in early to mid‑fall.
The commission closed the hearing and adopted the motion to create the NEZ district; staff said the resolution establishing the district will return to the commission for consideration on April 14, 2026. The NEZ creation does not itself authorize construction; it enables property owners to apply for certificates under state law.
