Commission recommends state withhold renewals for six liquor licenses not yet compliant

Muskegon City commissioners on March 10 voted to adopt a resolution recommending that the state withhold renewal of six liquor licenses pending completion of city requirements. The clerk told the commission those businesses had not completed required applications, paid the $150 renewal fee, passed fire and police inspections, or resolved tax and registration issues. The clerk said staff had contacted the licensees repeatedly by phone, email and certified letter and would not forward the final list to the state until March 23 to allow time for compliance.

At the public hearing several commissioners praised the clerk's outreach and urged the businesses to correct outstanding items. Leah Willett Leroy, a Nelson neighborhood resident, urged strict enforcement and argued that holding poorly managed bars to minimum standards can reduce violence: "We need to hold these folks accountable to the minimum standards that we have," she said. Commissioners asked staff for clarification on deadlines and procedure; staff confirmed the city's role is to recommend and the state makes the final decision.

Following discussion, Commissioner German moved, supported by Commissioner Kilgo, to close the public hearing and adopt the resolution recommending the state withhold renewal for the named licensees. The motion passed by roll call vote.

Next steps: the clerk will transmit the recommendation to the state on March 23 and will continue to update the state if businesses cure outstanding deficiencies before or after that date. The commission's action is a recommendation rather than a final licensing determination by the state.
