Milan council approves assistant treasurer contract, union MOU and pays $1.09M in bills

The Milan City Council on Feb. 3 unanimously approved an employment agreement with Karis Dyc for the position of City Assistant Treasurer and ratified a memorandum of understanding with the TPOAM Supervisors’ Union, and voted to pay $1,088,253.17 in bills and payroll.
Councilmember Kerkes moved to approve the employment agreement for Karis Dyc; Councilmember Nie seconded the motion, which carried unanimously. Later in the meeting Councilmember Nie moved to approve the MOU between the City of Milan and the TPOAM Supervisors’ Union; Councilmember Stafford seconded and the motion carried unanimously.
Council then approved payment of bills and payroll totaling $1,088,253.17 after a motion from Councilmember Nie and a second from Councilmember Stafford; the motion passed unanimously. The minutes do not record individual roll-call votes; the motion outcomes are recorded as carried unanimously.
City Administrator Jim Lancaster had earlier presented options for FY 2027 budget workshops for the council’s consideration. The Milan Fair contract was also reviewed during the meeting and will return to council after the fair board completes its final review, according to the minutes.
The council set its next regular meeting for Tuesday, Feb. 17, 2026. Adjournment was recorded at 9:51 p.m.
