Waupaca County board approves zoning changes, shifts $274,156 in property tax levy to Human Services and funds jail plumbing repairs

Waupaca County Board of Supervisors Chair Dick Koeppen called the Feb. 20 meeting to order, and the board moved quickly through a slate of land-use ordinances, financial adjustments and appointments, all approved by unanimous votes.
The most significant fiscal action was adoption of Resolution No. 36, which transfers $274,156 of property tax levy from the county’s General Fund to the Human Services Fund. The board adopted the transfer after the Finance Committee recommended shifting selected fiscal staff funding to Human Services; Supervisor Murphy moved the resolution and Supervisor Wengelski seconded. The motion passed 22-0.
The board also approved Resolution No. 35, authorizing a transfer of $24,000 from contingency to a jail maintenance plumbing repair account to fund replacement of failing water valves at the Law Enforcement Center. Maintenance Director Hanson reported a vendor quote of $21,768 for labor and materials. Supervisor D. Johnson moved the resolution and Supervisor Jaeger seconded; the board voted 22-0 to approve the transfer.
On land-use matters, the board adopted Resolution No. 29 (an amendment to Ordinance No. 45) and enacted four zoning map amendments (Z-001 through Z-004) recommended by the Planning & Zoning Committee and by the affected towns: - Z-001 (Town of Scandinavia): reassigns about nine acres from Agriculture Enterprise (AE) to Agriculture Retention (AR) and about 28 acres from AE to Public Recreation and Forestry (PURF) to accommodate an expected sale and future use; approved 22-0. - Z-002 (Town of Union): rezones roughly 120 acres from Agriculture Retention (AR) to Private Recreation and Forestry (PVRF) for proposed lot configurations; approved 22-0. - Z-003 (Town of Royalton): reclassifies about 10.8 acres from Agriculture and Woodland Transition (AWT) to Hamlet (H) to reflect an existing use; approved 22-0. - Z-004 (Town of Mukwa): assigns a 1.03-acre parcel to Rural Residential (RR) following detachment from the City of New London; approved 22-0.
The board accepted a $5,000 donation from Greg Loescher to the Greenways Commission for installation of bicycle pump/repair stations; the donation will be placed in the Greenways Commission budget. That action was adopted under Resolution No. 34 by a 22-0 vote.
Supervisors also approved acceptance of a bid from Altmann Construction (contract details were not specified in the minutes) and appointed members to the county’s Local Emergency Planning Committee and the Committee on Aging/ADRC Advisory Committee. The appointees to the aging committee named in the minutes were Dan Naylor, Greta Schroeder, John Charleston, Judi Olson, Mary Ellie, Tom King and Chris Doan; all appointment motions passed 22-0.
Heidi Dombrowski presented an update on financing for the courthouse modernization project; the minutes record the presentation but do not include financing figures or decisions.
