Staff propose higher procurement thresholds, moving some approvals from commission to manager

Staff proposed raising procurement thresholds so the city manager could approve purchases up to $50,000 and commission review would be required only above $100,000, a change staff said would align approval levels with current price increases.
Christine, procurement and contracts manager, told staff the city is proposing changes to the procurement code to raise approval thresholds in response to current market conditions.
"Currently, the threshold for formal solicitation and for expenditure that need to go to commission is 65,000. So we're moving that the proposal is to move that number from 65,000 to a 100,000," Christine said. She added that the city manager approval threshold would move from $35,000 to $50,000.
Christine said the changes are intended to align procurement thresholds with rising prices and reduce administrative delay for routine purchases; the proposal will be included in the Jan. 29 commission agenda for consideration.
