Eagan commission approves conditional use permit for outdoor storage at Dodd Road

The Eagan Advisory Planning Commission recommended approval, 7–0, of a conditional use permit to allow outdoor storage of landscape vehicles, equipment and materials on two industrial parcels at 3486 and 3500 Dodd Road.

Planning staff summarized the proposal as an off‑site outdoor storage area of roughly 4,300 square feet containing two dump trucks with trailers, smaller trucks, three bulk storage bins and two cargo containers; the proposal would replace the prior interim use permit. Staff noted most code performance standards are met but raised two exceptions: surfacing for the outdoor storage area and a proposed trash enclosure that initially did not meet setback or material requirements. The applicant provided an alternative trash‑enclosure location that meets setbacks.

The applicant, Tim Johnson of Livit Site + Structure, said his company worked with the city to tailor the plan and was prepared to answer questions. The commission chose the option in the staff report that allowed the alternative enclosure location and the selected surfacing option (8b and 9b) and attached the report’s sixteen standard conditions; Secretary Wigley moved for approval and the motion passed 7–0.

Staff told the commission the conditional use permit would replace the interim permit and that the outdoor fitness training use on the back parcel would continue for the remainder of its permitted term. The recommendation will be forwarded to City Council for final action on March 3.
