Committee advances protective-orders bill after coordinating testimony from military, judiciary

The Committee on Public Safety advanced Senate Bill 3083, a measure relating to protective orders, after testimony from multiple military and judicial stakeholders who said they had worked on implementation language.
Kelly Mae Douglas, representing the Defense State Liaison Office, testified in support and thanked the committee for collaboration with the governor’s office and the judiciary, saying she would stand by for specific questions on implementation. John Green, deputy director for the Military and Community Relations Office, said his office has worked with the judiciary on amended language and that stakeholders have coordinated to ensure processes are in place for installations, law enforcement, and component partners.
Committee members asked whether the senate draft reflected previously agreed language and were told written amendments had been submitted; the chair said she would move the bill forward and ask stakeholders to watch for technical amendments to ensure agreed language was captured.
In the decision session, the chair recommended changing the bill to HD1 and further deferring the effective date to allow technical fixes. The vice chair called the vote and the committee adopted the chair’s recommendation to pass SB 3083 SD 2 with amendments.
The bill will proceed to further referral (including judiciary) for legal review and finalization of technical edits.
