Eagan planning commission backs Ryan Companies’ South Industrial plan and two‑lot subdivision

The Eagan Advisory Planning Commission on Feb. 24 recommended that City Council approve a plan‑development amendment and a preliminary subdivision for the South Industrial area, advancing a proposal from Ryan Companies that would create two lots and allow a roughly 337,000‑square‑foot industrial building.
Planning staff presented the application and said the amendment would keep conditions from the 2024 preliminary development approval except where modified. Staff noted the site abuts Opperman Drive, will use private internal drives off Nassif Way, and retains a previously approved deviation to allow 50‑foot heights rather than the typical 40 feet. Ms. Duziak, the city planner presenting the staff report, told the commission: "The applicant is requesting approval of a plan development amendment to modify the site plan and allow... a 337,000 square foot industrial building" and outlined requested adjustments to green‑space ratios, materials and screening.
Eddie Wolf of Ryan Companies introduced the team and thanked city staff for early coordination. The applicant said the Lot 1 building would operate 24 hours on three shifts, initially employing 30–60 workers per shift with a potential build‑out of about 200 employees; staff summarized traffic and utility access and said stormwater would drain to existing ponds in the redevelopment area.
Vice Chair Schwanke moved to recommend approval with the conditions listed in the staff report; the commission carried the motion 7–0. The approval covers both the preliminary plan‑development amendment to allow the building and the preliminary subdivision to create the two lots. Staff confirmed the application will go to City Council for consideration on the date provided in the staff packet.
The commission’s recommendation is advisory; City Council will make the final decision and may include additional conditions or requirements at the rezoning and final‑plan phases.
