At the Feb. 10 meeting the City of Blaine Planning Commission recommended that the City Council consider a conditional‑use permit (case 26‑0001) for a bank proposed at 10903 Austin Street.
Staff reported the proposal is for a roughly 4,224‑square‑foot building with a 778‑square‑foot drive‑through canopy. The site is in a Development Flex zoning district and staff said the building elevations meet the PBD architectural standards described in the packet (glass, metal panel, decorative masonry and brick). Parking and stacking were discussed: the ordinance requires 11 parking stalls and the applicant proposes 20; staff said drive‑through lanes with more than two lanes need stacking for at least four vehicles per lane and the proposed plan shows adequate stacking and parking. A neighborhood meeting was held Dec. 4 with two attendees; staff reported no public comments were received on the CUP and recommended approval with 12 conditions.
Chair Gracke opened the public hearing; no members of the public came forward to speak. A motion to approve the CUP with the 12 staff conditions was made and seconded; the commission voted to recommend approval and forwarded the item to the City Council for the March 2 meeting.
