Blaine council approves conditional use permit for Thumos fitness center at industrial site

The Blaine City Council on Jan. 21 approved a conditional use permit allowing Thumos, a fitness center, to occupy 5,400 square feet of a light-industrial building at 1630 91st Avenue NE, Suite 108.
Director Selman presented the application and said the site is in a light-industrial zone surrounded by industrial uses. The applicant proposed operating hours of Monday–Friday from 5 a.m. to 7 p.m. and Saturday 9 a.m. to 11 a.m. The building has 45,000 square feet in total and 94 parking stalls on site; staff said the proposed use requires 78 stalls and that parking can be met if stalls are striped. Staff recommended approval with four conditions, including a requirement that the site’s parking be striped by June 1.
The applicant, who identified himself as Cam, said he has operated fitness centers in Blaine and Ham Lake and described Thumos as an effort to combine "faith and fitness." "I thought [this location] was fantastic," he told the council.
Council member Larson moved to approve the conditional use permit; Council member Newland seconded. Newland asked how common fitness centers are in industrial parks; Director Selman said staff can provide a count but noted a trend of fitness users occupying industrial spaces because of open floor plans and ceiling heights. Council member Larson voiced support. The council voted to approve the permit.
