The Blaine Economic Development Authority unanimously approved updates to its grant and loan programs, extending a five-year pilot grant program through 2028 and making several programmatic adjustments to reflect higher home values and rising construction costs.
Elizabeth, presenting the items, said program changes include simplifying how Front Door grant amounts are calculated, moving from continuous applications to two cycles per year to reduce administrative burden, and increasing maximums for special-purpose loans (for emergency and accessibility work). She emphasized that these programs are financed by the home improvement loan fund — a revolving source funded by bonds issued in the 1990s — and that no levy dollars are used for grants or loans.
Elizabeth said the pilot grant has historically underspent its budget and that combining this grant with local affordable housing aid allows the EDA to continue the program through 2028. The loan-program adjustments are intended to respond to increased construction costs and to preserve program viability for smaller emergency and accessibility projects.
The board moved approval of item 4.2 and, after no questions, approved it by voice vote. Item 4.3 was also moved and approved with no discussion. The staff report did not identify any immediate levy or additional city funding impacts from the approvals.
The EDA will implement the new application schedule and updated loan limits and return to the board as needed with program metrics or further changes.
