EDA authorizes four Highway 65 land sales totaling about $1.5 million

The Economic Development Authority (EDA) on Monday, March 2, unanimously authorized the sale of four parcels to support Highway 65 right-of-way improvements, accepting offers that together total $1,496,900 and directing proceeds to the EDA's Targeted Strategic Initiative Fund.
The sales covered: a full lot at 1320 109th Avenue ($490,000); a small portion of 1409 105th ($27,900); a partial east-side parcel at 10136 Central Avenue ($394,000); and an EDA-owned parcel north of 105th, which MnDOT offered to buy for $585,000. Director Selman told commissioners the properties will be used for the Highway 65 project and that staff recommends holding public hearings and authorizing the sales so proceeds “go into the targeted strategic initiative funds,” which the EDA uses for business assistance and redevelopment projects.
President Sanders opened each public hearing and, in every case, said there were no members of the public present to comment. “Seeing and hearing none, all those in favor of that motion, please say aye,” Sanders said before each vote; in every instance commissioners replied “Aye” and the motions prevailed.
The first item, 1320 109th Avenue, was described by Selman as a single-family lot the EDA owns that “has not been vacated” and would be taken for right-of-way. For item 4.2, Selman said an appraisal supported an offer of $27,900 for a small portion of 1409 105th; for 4.3 the offer was $394,000 for part of 10136 Central Avenue. For item 4.4, Selman noted explicitly that “the MnDOT is asking to buy the entire parcel for the Highway 65 improvements” and that the agency provided an appraisal supporting a $585,000 offer.
Each sale was moved and seconded on the floor. Item 4.1 was moved by Commissioner Masolia and seconded by Commissioner Robertson; 4.2 was moved by Commissioner Newland and seconded by Commissioner Robertson; 4.3 was moved by Commissioner Robertson and seconded by Miss Solia; and 4.4 was moved by Commissioner Newland and seconded by Commissioner Robertson. In every case the chair announced the motion carried and the minutes record only affirmative "aye" responses from commissioners present.
No legal statutes or ordinance citations were raised during the discussion. Director Selman and the EDA recommended that proceeds from each sale be deposited into the Targeted Strategic Initiative Fund to support business-assistance and redevelopment efforts. President Sanders closed the meeting after commissioners reported no further business; the EDA adjourned following a unanimous vote to adjourn.
