Director Selman presented a first reading to rezone the subject property from farm residential to Development Flex, supporting a plan that would create 79 single-family lots, 56 twin-home lots and 11 outlots for stormwater and wetlands. He said the proposal would also require a comp-plan amendment for a small commercially designated portion and would need amendments to allow attached twin homes in places now zoned low-density residential.
Council Member Masolia said she opposed moving the request forward, arguing the project would create a "patchwork quilt" of development across farm-residential land and that the council has repeatedly discussed taking a comprehensive approach rather than approving small, piecemeal changes. She noted some changes would require a supermajority (five votes).
The clerk read the first reading of Ordinance 26-2602. The council will consider the second reading and related comp-plan amendment and plat at the April 6 meeting.
