Staff explained that posted speed limits are typically set near the 80th percentile and that VDOT generally conducts a full engineering study before changing posted limits; any adjustments would likely be modest (up to a 5‑mph change or transition location adjustments).
A motion authorizing up to $6,000 for the Glebe Harbor study, with VDOT to provide a final scope, schedule and cost confirmation before initiation, was moved, seconded and approved by voice vote. Staff said there is sufficient funding in the telefees line to cover the study and will ask VDOT to return with the final scope and cost prior to work beginning.
