Board approves VDOT winter litter pickup, applies $10,000 grant and directs education follow-up

The Board of Supervisors voted on Feb. 24 to authorize an additional, countywide litter pickup arranged through the Virginia Department of Transportation for March, applying an available $10,000 grant and using county contingency funds to cover the remaining cost.
Staff told the board that VDOT quoted $21,816 for the additional pickup (primary routes $6,300.50; secondary routes $15,004.65) and that the county had secured a $10,000 grant that could be applied to the effort. The staff recommendation was to accept the March cleanup, apply the $10,000 grant and fund the balance of $11,816 from the reserve for contingencies.
Supervisors further discussed pairing the cleanup with an education initiative. A DEQ representative said the noncompetitive DEQ litter grant can be used as the board sees fit and that a competitive DEQ grant option is available to support education in a future cycle. "This is a DEQ non competitive litter grant, and we can use that any way we see fit, but there is also a competitive DEQ grant," the DEQ representative said.
A motion to approve the additional March cleanup and to pursue education funding was made, seconded and carried during roll call. Board members emphasized community partnerships and asked staff to explore grant-funded education programs with the school system and other local partners.
Next steps: staff will apply the $10,000 grant toward the March pickup, execute VDOT's process to schedule the work, draw $11,816 from contingency to fund the balance and report back on competitive grant opportunities and education-program partnerships.
