Colleen Wenger, owner of SERVPRO of Dale City Lakeridge, presented a protocol-based proposal that follows an industrial hygienist's scope and uses Xactimate pricing; SERVPRO's estimate for protocol work was $1,189,001.94. Wenger emphasized containment, HEPA vacuuming, negative-air machines and phased work with third‑party clearance testing. She said duct cleaning and any scope not visible in the initial visual inspection were excluded from that price and would be quoted as addenda if uncovered.
