Fulton County commissioners approve contracts, hire caseworker and greenlight senior center work

Fulton County commissioners on Tuesday approved a series of administrative measures, vendor contracts and personnel actions, including delegation of signing authority for a Community Development Block Grant contract and acceptance of engineering services for the Warfordsburg Senior Center project.

Commissioner Randy H. Bunch called the meeting to order at 8:30 a.m. and led the board through routine business. The board unanimously approved the Jan. 20, 2026 minutes and an accounts-payable batch dated Jan. 27 totaling $234,913.72. The payables packet included $145,851.38 to the General Fund, $30,555.07 to 911 operations, $27,752.25 for Medical Assistance Transportation and other smaller fund disbursements.

The commissioners heard a briefing from the Mental Health Association of Franklin and Fulton Counties. Carol Slemmer, community support program manager, and Scott Graham, chief executive officer, said the organization is seeking office space in Fulton County and reported that the county contract for peer support services is not being used; they provided a handout of services to each commissioner for informational purposes.

On personnel matters, Services for Children Director Christine McQuade, with HR Administrator Mary Huston present, requested approval to hire Amanda Sheffield as a Caseworker II pending background clearances and completion of hiring paperwork. Commissioner Steven L. Wible moved to hire Sheffield; the vote was unanimous.

The board approved a travel request for Quinn Wiest to attend a two-day training in State College, Pa., Feb. 4–6, 2026, after Chief Probation Officer Dan Miller presented the request.

In grant and contracting actions, Commissioner Hervey P. Hann moved to approve a Delegation of Signing Authority for CDBG Entitlement Contract No. C000095314 in the amount of $218,719.00; the delegation authorizes HR Administrator Mary Huston, Commissioner Wible and Commissioner Bunch to execute the contract. The motion passed unanimously.

Following an agenda amendment to add a credit-card approval item, the board approved a county credit card for Mapping and Planning Director Thomas Peppernick to make necessary department purchases. Commissioners also approved an invoice for the Fulton County Tax Collectors Blanket Bond through Travelers Casualty and Surety Company of America for $3,313.00, and they retroactively approved Commissioner Bunch to execute the ERAP 2 County Expenditure Certification Form for the Emergency Rental Assistance Program.

The commissioners approved routine vendor payments and reports, including an Elect IT Solutions invoice for IT staffing and support for February 2026 and an Election Integrity Grant Program post-election report for the 2025 municipal year showing total expenditures of $84,443.55.

Commissioner Steven L. Wible moved to accept a CES Engineering quote to provide professional engineering services for the Warfordsburg Senior Center project. The work approved includes restroom renovations, installation of a new security-camera system and a mill-and-overlay of the existing parking lot pavement, driveway and accessible walking path. The motion passed unanimously.

Finally, the board approved renewal of Companion Life Insurance for group term life at $0.019 per $1,000 of benefit and group accidental death and dismemberment at $0.03 per $1,000, unchanged from 2025 and effective April 1, 2026. Commissioner Hervey P. Hann moved to adjourn at 11:43 a.m.
