Fulton County commissioners approve $334,397 in bills, payroll and authorize MATP allocations

At their Feb. 3 meeting the Fulton County Board of Commissioners approved payroll of $129,990.81 and accounts payable totaling $334,397.62, and authorized Medical Assistance Transportation Program allocation letters totaling $956,750 across two fiscal years.
Fulton County Board of Commissioners on Feb. 3 approved payroll and a series of payments and funding actions, including the authorization of two large transportation allocations.
The board voted to approve payroll dated Feb. 6, 2026, in the amount of $129,990.81 and accounts payable dated Feb. 3, 2026, totaling $334,397.62. The minutes record fund-level detail for the accounts payable: Fund 100 (General Fund) $96,661.78; Fund 201 (Liquid Fuels) $13.13; Fund 229 (HSDF/HSBG) $165,835.26; Fund 235 (Law Library) $724.96; Fund 238 (911) $44,792.44; Fund 256 (Domestic Relations) $352.92; and Fund 400 (Debt Service) $26,017.13. Motion to approve the accounts payable was made by Commissioner Hervey P. Hann and carried with all commissioners voting in favor.
Separately, the board authorized Medical Assistance Transportation Program (MATP) allocation letters for two fiscal years. Motion by Commissioner Hann authorized Commissioner Steven L. Wible to execute MATP allocation letters for FY 2024–2025 ($464,875.00) and FY 2025–2026 ($491,875.00); the motions were approved unanimously. The MATP allocations provide county-level routing for state Medicaid transportation funds that support client transport to medical appointments.
Other financial and administrative approvals included the January 2026 Retirement Fund Report, approved on a motion by Commissioner Randy H. Bunch, and a $38,819.27 invoice from Franklin County Fiscal for Fulton County court costs for the fourth quarter of 2025 (recorded as 10% of court wages and benefits), approved on a motion by Commissioner Steven L. Wible.
Also approved were travel request forms for two Services for Children staff to attend the PA Children and Youth Administrators Conference March 11–13, 2026, in State College, Pa., and a laptop quote submitted by Rick Grissinger of Elect IT to support jury coordinator duties in Franklin County. All of these items were recorded as passing by unanimous vote.
The board recorded no dissenting votes on these financial items in the minutes.
