A Northern Kentucky Area Development District (NKADD) representative outlined a federal BUILD (Better Utilizing Investments to Leverage Development) grant planning opportunity to the Carroll County Fiscal Court on Jan. 29. The grant would fund planning-phase work, potentially covering up to 12 studies — including cost, environmental and feasibility studies — to support a countywide multi-use pathway.
Avery Adams of NKADD told the court the grant would cover Carroll County broadly but would exclude the west side beginning at Prestonville because of U.S. Census tract boundaries. Magistrate Scott Nab told the court he had spoken with Troy Hearn of the Kentucky Transportation Cabinet, who indicated the cabinet could provide a feasibility study at no cost to the county.
Magistrate Nab moved to read a resolution authorizing submission of a BUILD application; Magistrate Clay Cable seconded the motion. County Attorney Nick Marsh read the resolution aloud. The court recorded a reading of the resolution but there was no subsequent motion to adopt or approve it, and no vote to authorize the application was taken. Because that resolution was not adopted, a second resolution to pursue a G.R.A.N.T. application was not read at the meeting.
Court members did not take a formal vote to authorize staff to submit a BUILD application during the session. Next steps were not specified on the record at the meeting.
