During discussion, councilors pointed out a duplicated clerical sentence and requested language to allow temporary exceptions — for example, for construction dumpsters — through written approval from Public Works or the police chief or via an administrative permit processed through city hall. One councilor proposed adding a fixed period (for example 30 days) for the permit; others preferred leaving the exact administrative process for staff to implement rather than codifying detailed procedures in the code.
Because the ordinance needed cleanup on wording and a clearer exception/variance pathway, a motion to postpone the ordinance for revision passed by roll call vote. Staff will return a revised draft that includes clerical corrections and a proposed procedural path for temporary variances or permits.
