Raeford council approves 64-acre Southbury Development rezone for residential subdivision

The Raeford City Council unanimously approved a rezoning request Oct. 7 to reclassify roughly 64 acres (PIN 694352001005) off Lewis Street and McDonald Avenue from R-12/RA-20 to R-12 to accommodate a residential subdivision.
David Chapman of Southbury Development LLC presented the application. Felecia Locklear, the city’s code administrator, told council the Planning Board met Aug. 5 and recommended approval. Councilman Wayne Willis asked about two access points; Locklear said the property has two accesses (Lewis Street and McMillan), though the McMillan access is less desirable and its configuration would be addressed during the preliminary subdivision review. The applicant noted the development would increase the city’s tax base.
