Raeford council adopts annexation ordinance for Alex Properties parcel on Fayetteville Road

The Raeford City Council voted unanimously Aug. 5 to adopt Ordinance #2024-03, extending the city's corporate limits to annex a roughly 0.46-acre parcel owned by Alex Properties at the intersection of Fayetteville Road and Turnpike Road.
The ordinance, adopted after a public hearing, adds the portion of Parcel Identification Number 694351301228 that contains storefronts at 1200–1230 Fayetteville Road. Councilman Charles Allen moved to adopt the ordinance, and Councilman Ricky Sandy seconded the motion; the measure passed on a unanimous voice vote.
Applicant representative Jimmy Wood, representing Alex Properties, told the council the proposed post office planned for the site must be located inside the city's corporate limits. "The post office that would be located on the property required it to be located inside the city's corporate limits," Wood said during the hearing.
The ordinance cites G.S. 160A-31 and directs the city clerk to record an accurate map with the Hoke County Register of Deeds and to submit a certified copy to the North Carolina Secretary of State. The ordinance takes effect on adoption, Aug. 5, 2024.
City officials said no public opposition was recorded during the hearing. The annexation area was described in council documents and in the ordinance by metes and bounds; the ordinance text lists adjoining owners and the recorded plat reference (Map Book 4149, Page 1, Hoke County Registry).
The council also closed the public hearing by unanimous vote before returning to other business. The action will subject the annexed territory to Raeford's ordinances, taxes and municipal services consistent with state law.
Next steps: the city clerk will record the ordinance and map in the Hoke County Register of Deeds and provide required notifications to elections officials as set out in the ordinance.
