Raeford manager previews 2025 budget with flat tax rate, staffing additions and K-9 unit

City Manager Dennis Baxley outlined the city's recommended 2025 budget at the May 6 meeting, saying the property tax rate will remain $0.48 per $100 of valuation and the draft budget includes a 3% cost-of-living adjustment and a maximum 2% merit pool for employees.
Baxley said health insurance premiums are expected to remain the same and the budget would add one staff position each in finance and water operations. The Police Department is planned to add a K-9 unit in 2025. He said new vehicles and equipment would be purchased from fund balance and that the draft includes no new borrowing or loan proceeds.
The manager also reported a planned change and increase to Civic Center rental fees and said water and sewer rates would remain unchanged; water meter tap fees will increase to cover higher equipment costs. Baxley provided brief updates on BRIC stormwater and DEQ water/sewer grant status.
Council did not receive public comment on the budget at this meeting. A separate public hearing on the fiscal year 2025 budget was placed on the council calendar by Resolution #2024-08 (consent agenda).
