Raeford council annexes parcel at E. Palmer and S. Main

Mayor John K. McNeill III and the Raeford City Council voted unanimously May 6 to adopt Ordinance #2024-01, extending city limits to include the southern portion of PIN 694341301035 at the northwest corner of E. Palmer Street and S. Main Street.
The ordinance, adopted after a public hearing that the council opened and closed with no public comments, cites authority under North Carolina General Statute 160A-31 and takes effect May 6, 2024. The council record notes that public notice of the hearing was published in The News Journal on April 24, 2024.
Ordinance #2024-01 describes the annexed area by metes and bounds and states that, upon annexation, the territory will be subject to city debts, laws, ordinances and taxes and entitled to the same privileges as other parts of Raeford. The ordinance requires the city clerk to record an accurate map of the annexed territory with the Hoke County Register of Deeds and the North Carolina Secretary of State and to deliver the map to the Board of Elections, consistent with G.S. 163-288.1 and related recording requirements.
The motion to open the hearing was moved by Councilman Charles Allen and seconded by Councilman Wayne Willis; the motion to approve the ordinance followed and was recorded as unanimously carried. No members of the public spoke during the hearing.
The council's approval completes the statutory annexation steps described in the ordinance; the newly annexed property will be subject to municipal taxes under G.S. 160A-58.10.
