Raeford council unanimously adopts FY 2024–25 budget; proposal to boost nonprofit funding fails for lack of second

The Raeford City Council on Monday approved the FY 2024–2025 Budget Ordinance, adopting the city’s personnel master report and fee schedule after a presentation by City Manager Dennis Baxley. Manager Baxley told the council only minor changes had been made to the recommended budget to cover an increase in workers’ compensation insurance.
Councilman Charles Allen moved to adopt the budget ordinance; Councilman Johnny Boyles seconded the motion, which carried unanimously. No roll-call tally was read; six voting members were present and the motion was recorded as unanimously carried.
Earlier in the meeting, Councilwoman Jackie McLean asked the council to reconsider funding amounts requested by the Literacy Council and the Rescue Squad during their May 6 presentations. McLean moved to increase the city’s funding to the Literacy Council to $5,000 (up from a proposed $2,000) and to the Rescue Squad to $12,000 (up from $10,000). Her motion received no second and Mayor John K. McNeill, III declared the motion failed.
The adopted budget ordinance, as presented at the meeting, will take effect under the city’s normal budgetary procedures. The council did not amend other parts of the recommended budget at the June 3 meeting.
