Raeford council unanimously approves consent agenda, sets May 6 annexation hearing and eases street-closure rules

The Raeford City Council unanimously approved its consent agenda on April 8, adopting minutes, several resolutions and policy changes that city officials said streamline permitting and prepare for planned capital financing.
Councilman Wayne Willis moved to approve Consent Agenda items V.1 through V.8; Councilman Johnny Boyles seconded the motion, which carried unanimously. The consent package included approval of minutes from March and certification of sufficiency for an annexation petition from JMBB, LLC for property at the northwest corner of E. Palmer Street and S. Main Street. The council adopted Resolution #2024-05 to set a public hearing on that annexation for the May 6 council meeting and authorized publication of notice in The News Journal on April 24.
The council also approved Resolution #2024-06, described in the meeting as a resolution of official intent to reimburse capital expenditures with proceeds of a borrowing, and approved a Memorandum of Agreement and Resolution #2024-02 to obtain Municipal Accounting Services cybersecurity and technical assistance through NCLM Grant Services. Officials said those documents are on file with the finance officer.
Council members approved an amendment to the City of Raeford’s Special Events Policy to institute a $1,500 flat fee for street closures and to lift the moratorium on street closures imposed by council on Nov. 16, 2023. Separately, council authorized staff to draft a text amendment to the Unified Development Ordinance to allow funeral homes as a permitted use; the text amendment will be presented to council on May 6 and, if adopted, is intended to bring Crumpler Funeral Home into compliance with the Central Business District zoning.
The meeting record shows the consent motions passed unanimously; no roll-call votes with individual positions were recorded in the minutes.
Council members were also given a brief preview of department requests for the 2024–25 budget; City Manager Dennis Baxley said he will present a recommended budget at the May meeting. The council adjourned after an executive session later in the evening.
