Raeford council approves consent agenda including cemetery expansion purchase and police vehicle; grants easement for Justice Center work

The Raeford City Council approved Consent Agenda Items VII.1–VII.11 by unanimous vote, covering a range of routine and substantive items. The consent approvals included adoption of the new IRS mileage rate of 67.0¢ per mile for 2024; Resolution #2024-01 (Mini Brooks Act exemption and a contract with 4D Site Solutions tied to the purchase of a parking lot on Central Avenue for expansion of the Raeford Cemetery); Resolution #2024-02 declaring personal property surplus and authorizing an electronic auction; an agreement and budget amendment with NC Fire Chief Consulting to study the need for full-time firefighters; a budget ordinance amendment to purchase the Johnson Concrete Co. plant on Stewart Street; departmental and financial reports; and Budget Ordinance Amendment #4 to purchase a new police vehicle.
Fire Marshal Terry Tapp gave a brief update stating the new fire truck is expected to be delivered in March 2024. Manager Dennis Baxley also presented a letter from Hoke County Commissioner Chairman James Leach requesting a temporary construction easement along North Main Street for Justice Center construction (approximately two years). Steve Phillips, representing J&K General Contractors, said the contractor will use traffic directors and minimize vehicle impacts. Councilman Charles Allen moved to approve the temporary construction easement; Councilman Ricky Sandy seconded and the motion was carried unanimously.
With no further business, Councilwoman Jackie McNeill (McLean) moved to adjourn; the motion was seconded and carried.
