Councilman Charles Allen moved to open the public hearing and later moved approval of the rezoning; the motion was seconded and carried unanimously. Code Enforcement Officer Felecia Locklear told the council the Planning Board had recommended approval at its Feb. 26 meeting.
A separate request from Shepherd Response LLC, on behalf of Linda C. Morrisey, rezoned PIN# 694251801017 at 153 Woods End Lane from R-6 to RMH for the same purpose. The Planning Board likewise recommended approval, and the council voted unanimously to approve that rezoning.
Both actions were presented as enabling replacements of dilapidated manufactured housing with new single‑wide manufactured homes through the Rebuild NC project. The motions to approve were recorded as unanimous; all council members present voted to carry the measures.
