Raeford council adopts state-required flood damage prevention text amendments to UDO

The Raeford City Council on Nov. 1 adopted text amendments to the Flood Damage Prevention provisions of the city's Unified Development Ordinance (UDO) to meet requirements from the North Carolina Department of Public Safety.
Code Administrator Felecia Locklear told the council the amendments add required definitions — including Building, Development, Digital Flood Insurance Rate Map (DFIRM), Substantial Damage and Substantial Improvement — incorporate 160D and auto-adoption language, and remove the reference to "Mean Sea Level" because it is no longer used by the Flood Insurance program. "The text amendments are necessary to make the City’s ordinance compatible with the Flood Insurance program," Locklear said.
Councilman Wayne Willis moved to close the public hearing and Councilman Charles Allen seconded; the council then voted unanimously to approve the amendments as presented. Locklear noted the updates are administrative and regulatory in nature and intended to maintain the city's compliance with state and federal floodplain management requirements.
The UDO changes will be maintained on file with the Code Enforcement Officer and will guide future permitting and floodplain determinations. The council did not attach any additional local modifications beyond the state-required language.
