Town Manager Bret Howser explained the Board of Equalization reviewed one protest to the assessment list but recommended no changes because distribution follows town policy (equal cost per lot rather than frontage or valuation). He said the ordinance establishes a $900,000 assessment pool, with assessments of just under $41,000 per lot. Property owners who pay within 25 days may do so without interest; otherwise the assessments may be financed over 10 years with interest through bonds the town will issue.
Council Member Duane Nyen asked about prepayment after the 25-day window and inspection checklists; Howser said prepayment remains possible and that the town will include weekly project management meetings and inspection protocols to ensure proper project execution. The council adopted the ordinance on a 4-0-0 vote.
Motion: Council Member Duane Nyen moved to adopt Ordinance No. 26-002 levying the assessment; Council Member Logan Cruz seconded. Action: Motion carried 4-0-0.
Financial impact: approximately $900,000 in assessments, distributed by town policy to benefiting lots; funds will be used for water infrastructure to improve fire protection and service reliability in the Unit 3 area.
