Councilmember Stafford moved and Councilmember Snyder seconded to approve the first reading of Ordinance 2024-04 (Chapter 6 — Buildings and Building Regulations, Article X — Inspection and Control of Certain Buildings). The motion passed on a 7-0 roll call. Councilmember Kofflin moved and Councilmember Stafford seconded approval of the first reading of Ordinance 2024-05 (Chapter 24 — Water and Sewers and Sewage Disposal, Article IV — Sewer Use); that motion also passed on a 7-0 roll call.
The council accepted a $10,000 grant agreement from the Institute for Responsive Government to make early-vote and polling-location improvements. The motion to accept the grant was made by Councilmember Snyder and seconded by Councilmember Kerkes and was approved.
The consent agenda included approval of citywide Trick-or-Treat for Monday, Oct. 31, 2023; that consent item was moved by Councilmember Kofflin and seconded by Councilmember Snyder and approved unanimously. Council also authorized payment of bills and payroll totaling $303,884.37 on the motion of Councilmember Stafford, seconded by Councilmember Kofflin.
During the public-comment period, resident Brandon Bedinger (305 North St.) spoke; non-resident Jane Sweet (3341 Judd Rd.) addressed the council; and Carrie Ritchie (84 Acorn St.) spoke on behalf of the Downtown Development Authority about an upcoming event.
In staff and council reports, Administrator Jim Lancaster thanked consulting firm Carlisle Wortman and the law firm Fink & Fink for their work on the abatement matter. Clerk Lavonna Wenzel recognized Passport Acceptance Agent Grace Swaney for a noted milestone. Mayor Pro-Tem Wayne emphasized fairness and due diligence in council decision-making and reminded the public that the full packet is available on the city website. Councilmember Kofflin congratulated local teacher Herb Morelock; Councilmember Kerkes offered condolences for longtime band teacher Mrs. Upton; Councilmember Thompson and Mayor Ed Kolar praised the recent Beer Walk event and volunteers. Mayor Kolar said Milan High School plans to bring back some skilled-trade programs and he intends to support and publicize those efforts.
The council set its next regular meeting for Tuesday, Oct. 15, 2024 and adjourned at 8:28 p.m.
