Milan City Council approves WWTP pump purchase, window-repair bid and $399,971.74 in bills

At its Dec. 17 meeting the Milan City Council unanimously approved a not-to-exceed $32,000 purchase of a RAS pump for the wastewater treatment plant, accepted a window-repair bid up to $25,000 and authorized payment of $399,971.74 in bills and payroll. A Milan DDA representative also addressed the council and a council member noted public comment is open on a local dam removal project.
Mayor Ed Kolar called the Milan City Council to order at 7:00 p.m. on Dec. 17, 2024, at city hall. The council unanimously approved routine business and several purchase authorizations during a 16-minute meeting.
Councilmember Stafford moved and Councilmember Snyder seconded to approve the meeting agenda, and the motion carried unanimously. The council then approved the Dec. 3, 2024 regular meeting minutes by motion of Councilmember Kerkes, seconded by Councilmember Stafford.
On formal actions, the council approved a quote from Kennedy Industries not to exceed $32,000 to purchase a return activated sludge (RAS) pump for the City of Milan wastewater treatment plant. Councilmember Snyder made the motion; Councilmember Kofflin seconded. The motion passed unanimously.
The council also accepted a bid from Allied Window for repair work not to exceed $25,000. Councilmember Kerkes moved to approve the bid; Councilmember Stafford seconded and the motion carried unanimously.
Councilmember Stafford moved, and Councilmember Kofflin seconded, to pay bills and payroll totaling $399,971.74. That motion carried unanimously as presented.
Earlier in the meeting the council approved a consent agenda that included the F&V Operations monthly report for September 2024, the City of Milan scheduled meeting dates for 2025, and building and code enforcement reports for late 2024. Councilmember Wayne moved to approve the consent agenda and Councilmember Kerkes seconded.
During the citizens' comment period, non-resident Carrie Ritchie spoke on behalf of the Milan Downtown Development Authority. The minutes record her appearance but do not include a transcript of her remarks.
Councilmember Kofflin also provided an update on the Saline River Greenway Alliance Millpond Dam removal project and said the SRGA will accept public comments through Jan. 31, 2025. Councilmember Snyder encouraged residents to complete a community survey available at city hall and via the city's Facebook page. Mayor Kolar thanked city staff for their work in 2024.
The council set its next regular meeting for Tuesday, Jan. 7, 2025 (agenda items due Jan. 2) and adjourned at 7:16 p.m.
